Container homes!
Ruben Harris has a great Blog Action Day post about shipping container homes.
Has a problem with society. Plans on fixing it.
Edit - This is extremely cool. Containers = cheap / free housing.

I had that same idea ages ago but it involved making council estates out of the shipping containers.
Basically when a problem tenant is identified you just send round a crane and truck in the middle of the night and remove the whole thing, put it on a ship returning to india/china as ballast and that's the problem solved.
Also you can send entire estates on budget cruise holidays by the same method.
