Agreed, people who actually did the tweet should get some cash from it and be asked for permission.
There's an affiliate program, where you can get a share of the cash made from t-shirts with your own tweets on them. But first of all you have to find out if your tweets have been used, and sign up for the program.
I wonder if it's possible to licence your tweets under CC?
